By partnering with Leading Families Home, you are directly helping those experiencing homelessness and at-risk families find housing stability! Your partnership helps our Toledo community become stronger.
As an agency, we offer monthly case management and home visits for all families, guaranteed rent (with exception of Participant co-pays, see below), tenant education workshops, and tenant-landlord mediation.
We also offer financial incentives, including application fee assistance, a double security deposit for all households, and in extenuating circumstances, assistance with damages exceeding a security deposit.
Yes, our rent limits are set by HUD, and are based on bedroom size, unit type and utilities. View Rent Limits & Utility Allowances for current Lucas County 2022 rent limits.
Our housing staff can walk you through the rent calculation process
Once a Participant has viewed and applied for your housing unit, an inspection is scheduled by one of our housing inspectors. We will complete up to two (2) inspections for a unit, in case of needed repairs. Following the inspection, we will assist participants with utility activation and request a draft lease for review. Once the lease is approved, we will schedule lease signing with adult Participants, landlord, and at least one housing staff. This process typically takes up to two (2) weeks or less.
No! We welcome partnerships with small/private and corporate landlords.
In addition to the housing safety inspection, we require all units be located in Lucas County and include a stove/fridge. In cases where a family is zero income, we also require water be included in the total rent amount.
We currently have two housing programs, Rapid Re-Housing (RRH) and Permanent Supportive Housing (PSH). RRH Participants are eligible for up to 24 months of rental assistance, while PSH Participants typically remain in the program for 5+ years.* However, PSH does not have a set end date, and participants are only exited if they meet the criteria for independence. Both programs receive the same case management services.
*Participants can be exited early due to program non-compliance and serious lease violations – a judgment made in conjunction with the landlord. Positive exits are due to participants increasing income through long-term employment or obtaining alternative permanent housing.
Our Participants are encouraged and expected to raise their income while in our program. Their co-pay is set at 30% of their income. All landlords and Participants are given a 30-day notice prior to the amount and start date of their expected co-pay.
Due to following the Housing First philosophy, we accept all income-eligible families with exceptions for households with open warrants or registered sex offenders. Upon intake, adult Participants are asked to self-disclose the following: criminal history, evictions, and housing accommodations. We always encourage our landlord partners to conduct their own application background checks.

Housing First is a philosophy LFH embraces that states people will do better addressing various issues in their life if they have stable housing. It incorporates a low barrier to entry along with participant autonomy, individualized supports, client choice, and flexibility.
